Administered through the Missouri Department of Economic Development and partner agencies.

Missouri Works

New full-time jobs

The state's lead tool for expansion or retention — withholding tax retention or tax credits based on the jobs you create.

  • For-profit or qualifying nonprofit business in Missouri
  • New full-time jobs, typically 35+ hours per week
  • Employer pays at least 50% of employee health insurance
  • Employment must exceed your base (current full-time or 12-month average, whichever is higher)
  • Relocations from certain Kansas counties are excluded

Enhanced Enterprise Zone (EEZ)

2 jobs + $100K

State tax credits combined with local property tax abatement. Neosho and parts of Newton County are inside a designated zone.

  • Location in a designated EEZ — Neosho and parts of Newton County qualify
  • Minimum 2 new full-time employees
  • Minimum $100,000 in new investment
  • Employer pays 50%+ of employee health insurance
  • Eligible investment: land, buildings, equipment, furniture and fixtures

Training support

Customized workforce training and recruitment, built around the roles you're actually hiring for.

  • New facilities, expansions, or technological upgrades
  • Manufacturers, logistics, and interstate commerce companies
  • Training must support new hires or incumbent workers
  • Must meet wage and benefit thresholds

Missouri Opportunity Zones

Capital gains reinvestment

A federal incentive for long-term investment in designated communities — deferral, reduction, and possible elimination of federal capital gains tax.

  • Investors reinvest capital gains into Qualified Opportunity Funds
  • Fund invests in designated zones
  • Eligible projects include real estate, business expansion, and redevelopment

$10M + 100 jobs

Bond financing and tax credits for major expansions, used to fund the public infrastructure a large project needs.

  • At least 100 new jobs
  • Capital investment of $10 million or more
  • Manufacturing, headquarters, research, or logistics
  • State issues bonds to finance public infrastructure improvements

CDBG Industrial Infrastructure Grant

50 jobs · up to $500K

Grants to the city or county for the water, sewer and road work a project depends on.

  • Applicant is a city or county working with a business expansion or new facility
  • Minimum 50 new full-time jobs created
  • Funds used for infrastructure tied to the project
  • Maximum grant typically up to $500,000

Manufacturing Tax Exemptions

Sales & use tax

State sales and use tax exemptions on what you buy to actually make things.

  • Machinery, equipment and materials used directly in manufacturing
  • Energy used in manufacturing
  • Replacement parts and chemicals consumed in production
  • Must demonstrate equipment is used in direct production

Financing and development support for new or expanding industrial and commercial projects in Newton County.

  • Industrial or commercial projects seeking bond financing or site development assistance
  • Must demonstrate community benefit — job creation, infrastructure, or tax base growth

Workforce credential

County-level certification showing the local workforce has demonstrated the skills employers screen for.

  • Countywide workforce certification — no company application required

City of Neosho

Local tools, several of which Grow Neosho administers directly.

Chapter 100 Bonds

$5M + 100 jobs

Property tax exemption for major facility or equipment investment. This is the tool behind La-Z-Boy's new distribution center.

  • Investment of at least $5 million
  • Creation or retention of 100+ jobs
  • Exemption typically 50% for 10 years
  • Up to 75% for LEED Silver certified projects

Economic Development Sales Tax

1/8-cent city fund

A dedicated 1/8-cent sales tax funding economic development projects inside Neosho.

  • City-appointed committee with members from the school board, county commission and city council
  • Committee reviews and recommends funding for business and infrastructure improvements

Chapter 353 Redevelopment

Up to 25 years abatement

Real estate tax abatement for redevelopment in blighted areas, through an Urban Redevelopment Corporation.

  • Property in a blighted area designated under RSMo 353.020(2)
  • Must form an Urban Redevelopment Corporation under Chapter 353
  • Abatement up to 25 years — first 10 full, next 15 up to 50%

Tax Increment Financing (TIF)

Within a TIF district

Uses the new tax revenue a development generates to pay for the public improvements it needs.

  • Project located in an approved TIF district
  • Must demonstrate redevelopment would not occur "but for" the assistance
  • Eligible costs: public infrastructure, land acquisition, demolition, site preparation

City of Neosho — Planning & Development

Show Me PACE

Energy upgrades

Finance energy-efficiency or renewable-energy upgrades through your property tax assessment.

  • Commercial, industrial, agricultural and multifamily properties
  • Covers HVAC, lighting, insulation, and solar
  • Repaid through the annual property tax bill, typically over 10–20 years

Missouri Energy Initiative / Show Me PACE

Transportation Development District

Roads & access

A special district formed to fund roads, parking, bridges and similar access improvements.

  • Can be initiated by property owners, local government, or MoDOT
  • District may impose sales or property taxes to fund transportation improvements

Cooperation Agreements

Negotiated

A custom agreement between the City and your business covering infrastructure, incentives and performance commitments.

  • Negotiated case by case depending on project impact
  • Often used alongside TIF, Chapter 100, or other incentives
